Methodologically, the Medical Licensing Exams are based on the Ukrainian state standards of higher education, determined by Decree №1247 “On development of the state standards of higher education” that was adopted by the Cabinet of Ministers of Ukraine on August 07, 1998. These standards are consistent with the international ISO and EN standards and the Standards for Educational and Psychological Testing.

Technologically, the Medical Licensing Exams are based on the standardized testing approach that requires four basic components:

  • bank of standardized test items;
  • test designed according to the exam objectives and content structure;
  • standardized testing procedure;
  • standardized procedure for results processing and analysis.

To administer the Medical Licensing Test-Based Exams as a tool for quality assessment of healthcare professionals’ training in Ukraine, a specialized software-hardware complex was developed to support the process of standardized testing. This complex is named Standard Test.

The Standard Test system is designed for organization and support of the testing process that is administered in the paper-based format with computer scanning of the answer sheets and processing of the relevant data within the determined timeframe. The system has advanced means of results processing and analysis. It can be used at all stages of the testing process. The system has several main modes of work:

  • formation of the bank of test items;
  • assessment of the test items;
  • creating the tests for the exams;
  • formation of the examinee database;
  • primary processing of the test results;
  • analysis of the test results;
  • calculation of the psychometric parameters of the test and test items, drawing up the statistical certificate for the test;
  • preparation and printing of the reports on test results, etc.

The system works in a closed technological cycle. The proper observation of this cycle guarantees the creation of high-quality tests and obtaining the results that can be used to improve the training process.
